One of the best parks in Tokyo. Don’t miss the green house. Each season different plants will be in bloom. Its really well set up. The starbucks is a great location for a stop. Full review by paradisefallstravels

The park itself isn't very big. You should be ok planning about an hour. The area around the park is a popular shopping district so you may want to explore further than the park if you're in this neighbourhood. There is a godzilla on top of one of one of the buildings. Flagship shops and restaurants.
You did probably not visit the greenhouse. Also the garden is full of history and knowledge of all the species you see. The entrance fee is necessary for funding the garden. I can assure you that the garden is worth visiting in all seasons due to the changes trough the year.
