Everyone on our tour was dressed casually in jeans trainers etc. You don’t walk far as the building isn’t that big. I wouldn’t expect any problems with clothing unless you were wearing some political slogan t shirt, otherwise it’s quite relaxed. Not the most interesting of tours though I would add!
Bringing Scouts from US in July and they wanted to go to the Parliament and watch a session but I just looked on the site and it says they are in Recess from 30 June to 02 September. Does the Parliament really take two months off for summer?

Yes, it is very similar for the U.K. parliament in London. You can still visit the parliament though during this time.
